Dr. Uttam Deb is an agricultural economist and has extensively worked on U.S. and international agriculture development issues, big data generation, management, and dissemination for over 30 years. He is an Associate Professor at the University of Arkansas at Pine Bluff (UAPB). At the UAPB, Dr. Deb teaches undergraduate and graduate-level courses, conducts research, and supervises M.S. and Ph.D. students. To enhance teaching effectiveness, he has completed the ACUE Effective Teaching Practice Framework (January–December 2024) and the ACUE microcredential course "Creating an Inclusive and Supportive Online Learning Environment" (Spring 2025, Cohort H)—professional development programs jointly offered by the Association of College and University Educators and the American Council on Education. Dr. Deb was a Principal Scientist (Economics) and Project Manager of the Village Dynamics in South Asia (VDSA) project at the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), India. As an agricultural economist, he served the Bangladesh Rice Research Institute (BRRI) and the Centre for Policy Dialogue (CPD) in Bangladesh. He received a B.Sc. Agricultural Economics (Honours) degree with First Class 2nd position in 1985 and an M.Sc. in Agricultural Economics degree with First Class First position in 1986 from the Bangladesh Agricultural University (BAU). He obtained a Ph.D. in Agricultural Economics from the University of the Philippines Los Baños (UPLB) in 1995. He conducted doctoral dissertation research titled "Human Capital and Agricultural Growth in Bangladesh" at the International Rice Research Institute (IRRI). Dr. Deb's post-doctoral research was at the ICRISAT. He has completed a post-graduate certificate program in Trade Policy and Commercial Diplomacy at Carleton University, Canada. He is proficient in state-of-the-art database management and economic analysis software, including Stata, GTAP, SAS, SPSS, NLogit, and Eviews. Familiarity with and use of Geographical Information Systems (GIS) software, ArcMap, and ArcView. He is an expert in econometric tools, mathematical modeling, geographical information systems (GIS), and participatory rapid appraisal techniques. Dr. Uttam Deb is developing an ecological monitoring system for the USDA-Natural Resources Conservation Service (NRCS) for their wetlands. He has carried out research for several organizations, including the World Trade Organization (WTO), the Food and Agriculture Organization (FAO), the International Rice Research Institute (IRRI), and the WorldFish Center. At the ICRISAT, he led panel household surveys (2010 to 2015) and developed household and long-term district-level databases for India (1966 to 2012) and Bangladesh (1952 to 2012). These databases have been disseminated as Open Access data through the VDSA website (https://vdsa.icrisat.org/). Also, he led the development of VDSA Knowledge Bank (http://vdsakb.icrisat.org/), a unique Data Warehouse with user-friendly data retrieval and online analytical processing features for household-level panel data in Bangladesh (2010-2014) and India (1975-2014). The VDSA Knowledge Bank is the first of its kind for managing household survey data. With this innovation, web-based data dissemination is more efficient, and users have benefited from reduced pre-analysis data formatting time. Social scientists and graduate students worldwide (more than 3,500 researchers from over 300 universities and research organizations from 74 countries) used these databases in conducting path-breaking studies. Dr. Deb's research interests include aquaculture and fisheries economics, agricultural development, climate change, value chain, food security, rural livelihood dynamics, impacts of improved technologies, trade and development policies, economic growth, and poverty analysis. He has a proven record of scientific excellence in completed research works on these issues supported by a publication record as author and co-author of more than 300 publications, including 49 journal articles, 10 books and monographs, 40 book chapters, 2 Thesis, 14 policy briefs, 115 conference/ seminar papers/Abstracts, 32 working papers/ research reports, 36 poster papers, and 4 Book Reviews. In addition, he is a Lead Contributor to 29 CPD corporate publications and has published 28 write-ups in newspapers and magazines. Dr. Deb successfully communicated research findings to policymakers and a wider audience. He writes in the newspapers and professional magazines. He provided interviews to the national and international media, including the British Broadcasting Corporation (BBC), Voice of America (VoA), and leading television channels and newspapers in Bangladesh, on issues related to agriculture, food security, inflation, trade policy, and economic development.
